BOARD OF PUBLIC SAFETY
June 23, 2014
A SPECIAL & TELEPHONIC MEETING of the Board of Public Safety was held in the City Hall Auditorium on Wednesday, June 23, 2014.
Those in attendance included Mayor Elinor Carbone, Corporation Counsel Raymond Rigat, Commissioners Douglas Benedetto, Richard Zaharek, Glenn McLeod, and Robert Conforti, along with Fire Chief Gary Brunoli, and Police Chief Michael Maniago. Commissioner Darlene Battle and Deputy Fire Chief Christopher Pepler participated via telephone and Commissioner Angelo LaMonica was absent.
Mayor Carbone called the meeting to order at 9:04 a.m.
EXECUTIVE SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to enter Executive Session regarding Fire Department Personnel at 9:06 a.m., inviting Chief Brunoli, Deputy Chief Pepler and Atty. Rigat.
Commissioner Battle joined the meeting at 9:21 a.m.
OPEN SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to enter Open Session at 9:49 a.m.
PROMOTIONS – FIRE DEPT.
On a motion by Commissioner Conforti, seconded by Commissioner Battle, the Board voted unanimously to promote Lt. Thomas Sterling to Captain, effective Sunday, June 29, 2104.
On a motion by Commissioner Conforti, seconded by Commissioner Battle, the Board voted unanimously to promote Firefighter Joseph DuCotey to Lieutenant, effective Sunday, June 29, 2104.
EXECUTIVE SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to enter Executive Session regarding Pending Real Estate at 9:52 a.m., inviting Chief Brunoli and Atty. Rigat.
Deputy Chief Pepler left the meeting.
OPEN SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to enter Open Session at 10:09 a.m.
BUDGET CUTS
On a motion by Commissioner Conforti, seconded by Commissioner Zaharek, the Board considered the Mayor’s proposed Public Safety budget cuts.
Mayor Carbone said Chief Brunoli proposed the delay of hiring four firefighters until January which will save $77,817, plus $1,088 in FICA tax. In light of this proposed budget cut, Mayor Carbone proposed the balance of $26,477.03 be assigned to the Police Department and that the Police Chief be allowed to determine where those budget reductions would be found.
Chief Brunoli reassured Commissioner Conforti that an allowance for increased overtime was included in his calculations.
Commissioner Conforti questioned the Tax Collector budget reduction and Commissioner Benedetto asked about the Parks & Recreation budget cuts. Mayor Carbone explained these items while noting that these questions were not pertinent to the Public Safety Budget discussion at hand.
Commission Zaharek asked if older police vehicles could be sold off to create revenue. Chief Maniago said they could not because the Vehicle Replacement Plan was recently reviewed. Mayor Carbone explained that they need to address the budget expenditures.
Chief Maniago said he could find the budget reductions in time for the next regular meeting on July 9th.
Mayor Carbone called for the vote and both the Fire Department hiring delay and the Police Department budget cuts were unanimously approved.
ADJOURNMENT
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to adjourn at 10:15 a.m.
